In 2007, planning legislative amendments in Queensland simultaneously made it more difficult to apply for extensions to approvals, while opening up the ‘back door’ to automatic extensions through a complex system of ‘roll-ons’ or ‘related approvals’. This paper explains the generous ‘roll-ons’ system and the difficulties of the statutory criteria for ‘front-door’ extensions.
